H.E. Sultan Butti Bin Merjen

Director General of Dubai Land Department (DLD)

Acting as the Director General of Dubai Land Department (DLD) since 2006, Sultan Butti bin Mejren pursued an educational career in Islamic Studies and Law before joining Dubai Land Department in 1986 as a writer of property ownerships and files.

He was promoted from his position and official duties to become Deputy Head of the Department, Deputy Head of Investigations in 1993, and later Head of Investigations – a role in which he was responsible for investigating issues of inheritance and property. He climbed the corporate ladder again when he was appointed as Deputy Director General in 1997 and finally Director General of the Dubai Land Department in 2006.

Since assuming the role, bin Mejren has won various Dubai Government Excellence Programme accolades in customer satisfaction and employee satisfaction, as well as awards in services provided to employees for five consecutive years.

During his years of administration, DLD has issued various property laws that serve to protect the interests of the nation and reinforce confidence in the real estate market. Bin Mejren is proud of the advanced legislative structure he has established, which has made Dubai home to one of the most prestigious and secure real estate markets in the world.

His expertise has also been invaluable in expanding the scope of DLD’s work in providing quality services for those working in the real estate sector, including the establishment of the Real Estate Regulatory Authority, the department’s regulatory arm; the Real Estate Investment Management and Promotion Centre, its investment arm; and the Dubai Real Estate Institute, its educational arm.

Bin Mejren encourages Emirati talent to enter the organisation and become valued members of its professional team. By creating mutual trust between employees, departments and customers in the real estate sector, individuals are empowered to reach prominent positions in a sector that is characterised by competition and dynamism. He is also committed to shaping the leaders of the future and makes significant efforts to support and nurture Emirati youth, give them opportunities to enhance their skills, and guide them towards serving the nation’s plans. Under his stewardship, DLD frequently launches initiatives which promote youth competitiveness across various fields, encouraging them to explore their creative potential and allowing them to exchange their experiences and knowledge.
His recipe for success combines motivating employees to exert their best possible efforts, working to provide better customer service, and striving to create an atmosphere of innovation so as to enhance the real estate sector and attract investors.

Bin Mejren believes that mutual respect is essential, and that despite any differences, we must work together to succeed. Above all, he encourages employees to strive towards world-class service and inspires them to bring respect and honour to the department.

Bin Mejren is a member of many institutions and serves on the boards of several committees and local organisations. He is the Chairman of the Board of Trustees for the University of Imam Malik, Chairman of the Valuation Committee at Dubai Municipality, a member in the Infrastructure Committee, and a member of the Mohammed bin Rashid Housing Establishment. Tarek Qaddumi

Managing Principal, TNQ

Tarek N Qaddumi is an architect whose primary concern has been the integration of the search for personal inner peace within the architecture design process. This is in addition to his ongoing research and involvement with environmentally responsible initiatives and technology.

As an International Baccalaureate degree graduate in 1991, Qaddumi went on to receive his Bachelor of Science from the College of Architecture and Urban Planning at The University of Michigan, Ann Arbor. He then continued at Michigan to receive a Master of Architecture degree with a thesis project in architecture shape grammar entitled, ‘design=f(analysis, transformation)’ under the supervision of the late Prof. Emmanuel George Vakalo.

In the fall of 1997, Qaddumi joined award-winning firm Morphosis Architects in Los Angeles and worked closely with firm principal and 2005 Pritzker Prize winner Mr. Thom Mayne. In 2000, Qaddumi joined the late architect Prof. Françoise Jourda of Jourda Architects in Paris, and soon after became Project Architect on the largest private hospital in Europe, Hôpital Jean Mermoz in Lyon. In 2002, Qaddumi set up the regional offices of Swiss architecture and design firm Samuel Creations in Dubai. After leading the effort for 3 years, Qaddumi set up TNQ, a contemporary architecture and design practice in Dubai with projects in Europe and the Middle East. The firm’s design ethos has been to push architectural form to influence the psychological and social reach of the work.

Today, Qaddumi is an advocate for design that inspires and promotes happiness through conscious living, a state of mind that is in constant resonance with present time and place. Architecture has the power to shift perspectives and to direct thought, thus making it an influential factor in the creation of the right environment and backdrop for tranquility and peace.

Qaddumi has been published in several architecture journals. His work has received critical acclaim and had also been nominated for national and international awards. His projects include private residences, residential and commercial towers, hotels, urban transit stations, sports arenas and high-tech industrial facilities.

Jacques Rougerie

Architect, Academician

A visionary architect born in 1945 and passionate about the sea, Jacques Rougerie has, for more than 30 years, based his research and his realizations on bionic and biomimetic architecture that takes into account the principles of sustainable development. His prospective vision and his taste for new technologies allow him to propose a better integration of the habitat in its natural environment, in particular the marine one, in order for humans to find a better fit in it. Furthermore he draws his inspiration from Léonardo da Vinci and his faith in the human ingenuity.

Internationally known architect, Jacques Rougerie realize several important museum et sea centers as in Kobe and Osaka, in Japan, Nausicaa in France, or the future museum of archeology under the sea in Alexandrie, in Egypt, the extension project of Monaco, or city in the ocean at Dubaï ... He also builds flotting or underwater dwellings, vessels with see-through hulls, sub-aquatic museums and imagines major projects always linked to the ocean.

Hence, he shares his two passions - the sea and architecture. He was elected in 2008 to the Institut de France – Academy of Fine Arts, he created Jacques Rougerie Foundation in 2009.

Like a true undersea explorer, he tests his own creations and has even lived several times in underwater shelters, famously participating in the world record achievement of living 69 days under the sea in the United States.

His new flagship projects, SeaOrbiter or the flotting City of Meriens, are a synthesis of more than 30 years of innovative research in marine and subsea architecture. Inspired by the imaginary work of Jules Verne, he has adopted his motto: "Anything one man can imagine, other men can make real".
